Welfare/Grants Officer - Temporary Full Time - 5 months

Our client, a charitable foundation backed by the government to provide financial assistance, are looking for a Welfare Officer to support the Director of Operations on a temporary basis for approximately 5 months. You will be the main point of contact and support for beneficiaries of the foundation, with particular reference to support in the form of grants. It is therefore ideal that you have experience of grant making to be successful in the role. 
 
Key Responsibilities:
 
Grants Processing
 
• Responding to grant requests received on the registration form or by separate communication
• Seek further information and/or supporting documentation from the beneficiary as necessary
• Decide whether to process the grant request through the office in line with Office Guidelines or
to present the grant request to the National Welfare Committee for consideration
• Notify beneficiaries in writing of the decisions made in relation to requests
• Track progress of the grant request, seeking further information as necessary and required
• Seeking verification of the beneficiary’s commitment to use the grant appropriately
• Completing authorisation forms and memos to allow Finance to release payments to beneficiaries
• Following up use of the grant with receipts/statements for auditing purposes
• Maintain a monthly grant schedule showing the decisions made in relation to grant applications by the National Welfare Committee and under Office Guidelines, for presentation to the six weekly National Welfare Committee meetings and sign-off by the National Welfare Committee Chair
• Prepare consolidated grant schedules showing the decisions made by the National Welfare Committee and under Office Guidelines since the beginning of the financial year to date, for presentation to the quarterly board meetings
• Manage turnaround times from when a grant is requested to when the decision is made and the beneficiary notified, and produce an ongoing schedule for Office Guidelines and National Welfare Committee grants showing monthly activity and average turnaround times, for presentation to the board members
 
Office Guidelines
 
• Check that all the information provided by the beneficiary meets the criteria stipulated in the Office Guidelines, seeking further information if necessary
• Make decision on whether the grant request meets the criteria, before passing paperwork to the Director of Operations/Chief Executive for authorisation as appropriate
• Notify the beneficiary of the outcome of the grant request
• Maintain a monthly grant schedule showing the decisions made in relation to grant requests through the office
• For each grant schedule produce tables showing the number of grants awarded for each type of grant, type of beneficiary and country of infection
• Prepare a consolidated grant schedule showing the decisions made since the beginning of the financial year to date through the office
• Ensure that schedules are signed off by the Chair of the National Welfare Committee
 
National Welfare Committee
 
• Produce briefing sheet and relevant background information for each grant request for circulation to committee members
• Prepare agendas for committee meetings and circulate in advance along with the relevant papers for consideration at the meeting
• Take minutes at committee meetings and send to the Chair for confirmation as a correct record of the meeting
• Maintain a grant schedule showing the decisions made by the committee at each meeting
• For each grant schedule produce tables showing the number of grants awarded for each type of grant, type of beneficiary and country of infection
• Prepare a consolidated grant schedule showing the decisions made from the beginning of the financial year to date by the committee
• Ensure that schedules are signed off by the Chair of the National Welfare Committee
 
Database
 
• Input and update key data on beneficiaries
• Input grant applications to support progress tracking and production of reports for committee and board meetings
• Merge responses and authorisations in relation to grant processing
 
Customer Care
 
• Act as the first point of contact for beneficiaries on the telephone and by email
• Process the registration and Bank Details Forms in relation to the Winter Fuel Payment for those beneficiaries who qualify
• Make referrals to specialist advisers (Benefits Adviser, Money Management Adviser) following a recommendation or request, and liaise with the adviser/Trust to ensure the referral is followed through and advice received back for consideration by the foundation.
• Process the payments to specialist agencies and log the activity/input reports and follow up any further recommendations for advice/support
