Lumos is an international charity focusing on the deinstitutionalisation of children with the aim of placing every child back into their family or a supportive community environment.

The Head of Training will have the line management responsibility for the development and delivery of training and technical support services on a global level; and the provision of training and technical support in deinstitutionalization across Lumos programme teams and projects and externally.

Key tasks include:

  • Developing and maintaining training and technical support initiatives
  • Planning the work programme for TTSU and ensuring that practical arrangements are effective and efficient
  • Assessing and prioritizing approaches for training and technical assistance
  • Deploying the resources of the team and engaging specialist external consultants appropriately
  • Monitoring the effectiveness of the Unit’s work
  • Contributing to Lumos strategy, management decision making processes and events
  • Representing Lumos at national and international meetings and conferences
  • Compiling and contributing to internal and external reviews and reports
  • Arranging for young people with institutional experience to be appropriately involved in training and advisory programmes
  • Developing, facilitating and maintaining external relationships with national and international partners

Experience required:

  • Commitment to Lumos’ mission, vision and values
  • A demonstrable commitment to children’s rights
  • Understanding of relevant factors influencing the institutionalisation of children including knowledge and understanding of children’s services and systems during transition from institutional to community based care
  • Capacity to grasp the different management structures and arrangements for caring for institutionalized children in each country where Lumos is providing training and advice.
  • Able to assess and prioritise approaches for training and technical assistance
  • Knowledge of commissioning processes and matching needs to resources including the use of external consultants
  • Capacity to train and advise effectively utilizing interpreters where necessary


  • Project management
  • Demonstrable experience of delivering to organisational goals
  • Experience of development and delivery of training and advisory services preferably for children’s workforce staff
  • Experience of international service delivery and development
  • Experience of working in partnership with other organisations including governments, NGOs and other service providers
  • Significant post qualification experience in social work, health, public sector management, international children’s charity work or other relevant Lumos related  services environment involving cross sector working
  • Team management and other resource management experience
