Senior Programme Manager - Interim
£130 - £145 per day (PAYE)

The post holder will manage their own portfolio of Programmes as agreed with the Assistant Director. He/she will be responsible for the on-going health of their workstreams, ensuring that they progress towards the delivery of the expected outcomes, and ensure that appropriate monitoring mechanisms are in place to monitor that progress. They will ensure the coherence and focus of the Programmes are maintained, and develop the appropriate environment to support each individual Project within them.

Key Responsibilities - In managing the Programme areas the post holder will be responsible for:

- Day to day management of the programme taking the programmes forward from appointment through delivery and controlled closure.
- Assist in planning and co-designing Programmes, monitoring their overall progress, resolving issues and initiating corrective action as appropriate.
- Tracking and maintaining progress information, monitoring performance information and communicate to stakeholders the progress and identify where performance targets have not been met.
- Managing both the dependencies and the interfaces between Projects and making decisions on a range of complex project issues where there is more than one course of action.
- Managing Programme budgets and responsible for budget setting. Monitoring the expenditures and costs against delivered and realised benefits as the Programmes progress.
- Ensuring that the delivery of new products or services from the Projects is to the appropriate levels of quality, on time and within budget, in accordance with the Programme plans.
- Ensuring effective communication with all stakeholders.
- Securing the necessary skills development to enable Programme and Project staff to function at their optimal levels.
- Ensuring that the risks to a Programme's successful outcome are reported and managed.
- Undertake research and development activities related to programmes, such as complex audits.
- Initiating extra activities wherever gaps in Programmes are identified.
- Reporting progress of the Programmes at regular intervals to the Assistant Director.

-Ensuring that the benefits and impact of Programme activities are identified and measured and tracked.

Person Specification

- At least 3 years' experience of working in a programme management role.
- In depth understanding of the full programme and project management cycle including evaluation and benefits realisation.
- Demonstrable ability to lead and drive teams.
- Knowledge and understanding of primary care and quality improvement tools.
- Project management experience.
- Experience of successfully delivering large complex projects.
- Experience of developing policies for implementation across the programme areas/organisation.
