A cutting edge charitable organisation at the forefront of urban innovation is seeking an experienced professional for a new role as a Senior Procurement Officer.
The role will involve:
-Managing a programme of procurement and purchasing to ensure that the organisation is attracting the best available service providers and is realizing value for money in purchasing and procurement. This includes, but is not necessarily limited to, assisting with the preparation of briefs, advertising requests for proposals and tenders, facilitating the review and evaluation of responses, managing contract award and termination.
-Working in partnership across each part of the business to provide procurement and purchasing advice and support, ensuring compliant and timely delivery of services.
-Maintaining the procurement policy, and ensuring there is a clear understanding across the organisation of the obligations of the business, service providers and individuals in relation to that policy including but not limited to ensuring compliance with Official Journal of European Union processes, UK legislation and case law, and other relevant legal and financial regulations.
-Working closely with the People & Organisational Development Team with respect to the engagement and ongoing contractual management of contractors.
-Designing and implementing internal templates and processes, and providing training to employees and managers, to enable procurement and purchasing to be well managed.
-Reporting to the Audit Committee and the Board regarding procurement and purchasing activities as required
Skills & Experience required:
-Chartered Institute of Procurement & Supply (CIPS) qualified, with considerable, demonstrable experience managing procurement in a fast-paced business.
-Degree qualified in law or a related area, with demonstrable prior experience and working knowledge of contract law, including drafting of contracts.
-Previous experience managing OJEU processes for procurement, preferably attained in the UK public service or a grant-funded organisation.
-Previous experience leading a Competitive Dialogue process.
-Highly organized individual capable of managing a programme of work across different parts of the organisation and with competing priorities.
-Exceptional attention to detail, with the capability to review tender responses to ensure best fit and value for money, ensure contracts are well drafted and terms are compliantly managed.
-Demonstrable expertise working as a business partner and trusted advisor to a range of professionals at multiple levels of seniority.
-Demonstrable expertise in the procurement of a wide range of goods and services.
-Experience of providing procurement training to colleagues.
