A historic community based charity based in Letchworth Garden City is seeking an experienced Head of ICT for a highly strategic and business critical role. The successful candidate will play a key role in shaping the IT department of a complex multi-site organisation and will manage and advise on the outsourcing of various components of the current ICT set-up.
The post holder will need to be an experienced leader with a strong strategic and business acumen. This will be a demanding role that will require the post holder to balance strategic technical leadership (e.g. proposing and planning future developments to support operational effectiveness, engaging a wide range of stakeholders in the on-going development of the charity's ICT strategy, ensuring that technology is used to enhance knowledge-sharing and process efficiency, etc) with managerial functions (e.g. managing external service providers, overseeing delivery of ICT projects and initiatives, managing an ICT budget, ensuring that day-to-day ICT operations are effectively carried out and that systems are well-maintained and supported).
The post-holder will have a solid background in ICT management and will need to be committed to keeping up-to-date with developments and advances that are likely to be of benefit to the charity. It will also be necessary for the post-holder to have extensive experience and a full appreciation of the practicalities of managing external ICT services contracts to operationally deliver an ICT service to users.
The role will involve:
-Provide overall technical leadership and ensure that the Foundation has in place an ICT strategy, supported by a realistic and achievable implementation plan, that will support the effective delivery of the charity's organisational objectives and priorities
-Engage a broad and diverse range of stakeholders to achieve understanding of and support for the ICT strategy and its associated implementation plan
-Work with senior colleagues to agree an appropriate ICT budget for the organisation, and ensure that ICT aligns effectively with organisational needs and priorities
-Ensure that the performance of the ICT function meets user expectations, and ensure that key targets/Service Level Agreements are met
-Line manage the Business Analyst/Project Manager, ensuring that new ICT projects are delivered on time, to budget and in accordance with agreed objectives/success criteria
-Ensure that major projects are supported by a business case and that alternative options have been considered
-Proactively make recommendations to the charity's senior management regarding the planning of future developments to ICT systems (encompassing LAN/WAN, software packages/databases, end-user and server hardware, etc).
-Take overall responsibility for procurement of ICT systems and services and the management of key contracts and strategic supplier relationships
-Actively manage outsourced ICT services and external contracts/agreements, to ensure that the Foundation receives a high-quality service from external providers which is delivered within an agreed budget and to agreed standards/service levels
-Take overall responsibility for ICT risk management and ensure that all ICT services are supported by clearly defined and demonstrable Business Continuity and Disaster Recovery plans and other relevant plans such as for ICT security
-Ensure the implementation of recognised good practice in the areas of ICT compliance, security, continuity, systems/infrastructure management, network administration and helpdesk management
-Act as the Foundation's "Data Protection Officer" for the purposes of ensuring compliance with the requirements of the Data Protection Act 1998 and EU General Data Protection Regulations
-Significant relevant experience of managing an ICT function and an ICT portfolio of medium complexity
-Experience of managing a ICT budget of between £0.5-1M p.a. and ensuring value for money.
-Familiarity with managing outsourced ICT service providers and taking responsibility for a broad range of ICT systems, including:
- Systems requiring out-of-hours technical support
- Integrated ICT systems and communications networks (WAN, telephony, etc).
- Databases, EPOS and ticketing systems.
- Microsoft Office/Exchange software
- Microsoft Windows operating systems
- Links between back-office systems with web/digital technologies
- Remote offices/workers.
-Experience of overseeing the on-going development, maintenance and implementation of a cross-organisational ICT plan, where it is necessary to involve multiple stakeholders whilst maintaining a clear focus on the key priorities and delivering high quality results.
-Educated to degree level in an analytical subject such as computer science, engineering or other relevant field.
-Demonstrable experience of managing at a senior level all aspects of an organisation's ICT provision, including through outsourced service arrangements.
