TPP are delighted to be working with an incredible charity that support homeless people. This charity offers year-round education, employment, housing and well-being services from centres in London, Newcastle, Oxford, Edinburgh and Merseyside.

Responsible for developing evaluation programme as part of a wider strategy to measure the difference the charity makes towards ending homelessness, and to support the organisation to make evidence-driven decisions. This work will help to shape frontline services as well policy positions and national campaigns.

Responsible for leading on the commissioning, management and delivery of independent evaluations, and on the design and delivery of internal evaluations and analyses of the charity services and programmes.

Responsible for the promotion and dissemination of the resulting findings and learning within and outside the organisation, including key recommendations for practice improvement and policy

Responsible for leading a team of one Senior Evaluation Officer, three Impact Analysts, and one Data Analyst.

Some of the Job responsibilities are:
Lead on the commissioning, management and delivery of independent evaluations of services and programmes including reporting and dissemination of findings on time, to budget, and to high quality.

Lead design and delivery of internal evaluations and analyses of services and programmes including oversight of appropriate instruments, sampling design and analysis to collect data to assess the quality and impact of the charity's activities.

Provide expertise in qualitative and quantitative evaluation methodologies and practice; establish documentation to enable others to follow these processes, and systems to regularise the practices

Embed a 'peer evaluation' model to actively involve people with lived experience of homelessness in the design and delivery of evaluation projects.

Develop and maintain a network of external relationships and partnerships including academic institutions, research firms, consultants, NGOs, supporters and Government counterparts

Support teams across the organisation to design and improve monitoring and evaluation frameworks to assess their performance and the difference made by their work, including Client Services KPIs and grants programmes

Lead a team of one Senior Evaluation Officer, three Impact Analysts, and one Data Analyst.

Build and maintain effective relationships across the charity, including with client services staff, the fundraising department and key colleagues across the policy and external affairs department


Person Specification
In-depth knowledge and understanding of quantitative and qualitative research and/or evaluation methodologies, with experience in developing and advising on appropriate research design.

Experience of conducting quantitative and qualitative research or evaluations, including designing and conducting surveys, focus groups and in-depth interviews.

Experience of commissioning and managing external evaluations and/or research to meet the needs of different stakeholders.

Can display understanding of different outcomes measurement tools and knowledge of appropriate analyses.

Excellent written and oral communication skills, including the ability to communicate clearly and assertively with a wide range of audiences and to present complex research information and practical recommendations for practice and policy in a user friendly way.

Proven project and time management skills, including the ability to work under pressure to meet deadlines.

Demonstrable ability to work collaboratively with diverse teams across an organisation, and to effectively manage relationships with internal and external stakeholders

Experience of managing a team to develop and effectively apply their skills.
